Audit Ordinance (Cap. 122) and the Employees Retraining Ordinance (Cap. 423) there are references to "the Governor as the President of the Legislative Council". Amendments to the two Ordinances will be necessary, and we are already taking action to this end.

A copy of the draft drafting instructions, now being circulated among the relevant HKG departments, is enclosed for your information. Our present intention is to have the necessary amendments to Caps. 122 and 423 enacted by March 1993. Assuming that the amendments to the Letters Patent and the Royal Instructions are to go to the Privy Council either this month or at the latest January 1993, there could be a gap of one or two months between
