I have passed your suggestions on the approach to RI XXIV to Hong Kong and they will let us have their views as soon as possible.

2.

In the meantime, they have sent us the attached letter referring to the fact that the Audit Ordinance (Cap 122) and the Employees Retraining Ordinance (Cap 423) contain references to "the Governor as the President of the Legislative Council". They are currently drafting instructions to make the necessary amendments to these two ordinances.

3. Hong Kong have asked us whether it would be acceptable for these amendments to be enacted one or two months after the Privy Council's approval of the LP and RI amendments or whether we think the two exercises should be carried out at the same time. I would be grateful for your views.
