ELECTED LEGCO PRESIDENT AND CBF'S EXCO MEMBERSHIP
1. Thank you for your minute of 2 December. We chased Hong Kong for a reply overnight and they have now given us their comments on the printed copy of the amendments to the Letters Patent and Royal Instructions, your suggestions about the approach to RI XXIV and the timing for bringing the amendments into operation.
2. Hong Kong are content with the amendment to LP Clause VI (1) (a) and also the amendments to RI Clauses II, VIII (3), XIX, XXI (3) and XXII.

On RI XXI (1) in order to avoid any doubt about whether the ex-officio members may be elected President, Hong Kong have suggested that it should be slightly reworded as follows:
" (1)
There shall be a President of the Legislative Council who, when present at a meeting of the Council, shall preside. The President of the Legislative Council shall be elected from amongst their number by the Members of the Council excluding the ex officio Members."
4. On similar ground, they have suggested the following amendment to RI XXI (2) (a):
" (a)
the President's deputy who shall be elected from amongst their number by the Members of the Council excluding the ex officio Members; or"
5. They have suggested incorporating our proposed Clause XXI (4) into a new Clause XXI (B). Clause XXI (B) will provide
for:
(a) the Governor to address LegCo at any time as he shall
think fit, including during a special sitting;
(b) LegCo Members to put questions to the Governor and
receive answers thereto;

the Governor to propose any policy, measure, bill, vote, resolution, motion or question for debate by and in LegCo; and
the Governor to require and direct a public officer designated by him to attend a sitting of LegCo or its committees to make a statement, answer Members'
questions, or propose any policy, measure, bill etc for debate by and in LegCo.
Their proposed Clause XXIV would provide that:
