to make such a proposal under Clause XXI (B), paragraph 2; or".

I would also like to see RI XXIV (2) (c) revised for similar reasons and I think the word "him" should be replaced by "the Governor". The revised (c) would read:

(c)

A Member of the Legislative Council expressly authorised or permitted by the Governor to make such a proposal.".

4. A small point occurs to me. I would like to revise the language of RI XXIV which reflects the existing language to read "Any Member of the Legislative Council may propose any question ...".

I would be grateful if you would be kind enough to send these proposals urgently to Hong Kong. I do not think there is much chance of meeting the deadline of 11 December but there is a faint hope. I would be grateful, incidentally, if you would be kind enough to let me see the fax or telegram reporting Hong Kong's proposals on which you drew for your minute of 3 December. You merely attached the proposals.

Regarding paragraph 8 of your minute of 3 December, I would be most grateful to know the reasons why Hong Kong thinks that it makes no difference whether the Audit Ordinance refers to "The Governor is a President of the Legislative Council" or simply to "the President of the Legislative Council". Perhaps you would kindly ask Hong Kong, if they have not already given

a reason.

The submission should go from our Legal Adviser. I would be most grateful if you would kindly revise the draft which Mr Stone prepared in October and pass it to me so that I can then forward it to our Legal Adviser to forward to Ministers.
