DRAFT HONG KONG ADDITIONAL INSTRUCTIONS 1992

Problem

1.

Amendments are required to the Letters Patent and Royal Instructions to implement the Governor's proposals for

constitutional changes which will be put into place immediately:

(a) the removal of the Commander British Forces from

membership of the Executive Council; and

(b) the cessation of the Governor's membership and

Presidency of the Legislative Council.

Recommendation

2. That the Secretary of State endorse the amending instructions. Legal Advisers have prepared these in

consultation with the Hong Kong Government, which is content.

If the Secretary of State is content with the draft instruments, he should sign his name at the place marked at the top right hand margin of each.
