10. Clause XXII of the principal Instructions is amended by deleting the words "the Governor or".
"Questions to be decided by a majority. Original and casting vote."
Revocation
and
replacement
of
Clause XXIV of principal Instructions.
11. Clause XXIV is revoked and replaced by a new Clause XXIV which reads:
"XXIV. (1) Subject to paragraph 2 of this clause, it shall be competent for any Member of the Legislative Council to propose any question for debate therein; and such question shall be debated and
disposed of according to the standard standing?
rules and orders.
(2) Every ordinance, vote, resolution, or question, the object or effect of which may be to dispose of or charge any part of Our revenue arising within the Colony, shall be proposed only by
(a) the Governor;
-
(b) a public officer whom the Governor
has designated to make such a proposal under clause XXI (B), paragraph 2; or
(c) a member of the Legislative
Council expressly authorised or permitted by the Governor to make such a proposal.'
