Ordinarily, as you are aware, this department grants permission to
reproduce material that is subject to Crown copyright as exercised by the Hong Kong Government.

However, we are now confronted with a request that poses a somewhat unusual problem in that the material concerned is an amendment to the Letters Patent, effected in London and published in the Hong Kong Government Gazette. The Legal Department have advised us that they are unsure as to whether we are in a position to grant the necessary permission or whether such authority should be sought ́in London. A copy of their memo dated 19 October is attached, together with the original request, addressed to the Attorney General.
Could you please pursue this enquiry through the Hong Kong Department in the Foreign Office.
