Hong Kong : Game Plan for Presentation in the UK of the
Governor's 7 October Speech
The Secretary of State has seen your submission of 18 September. He thinks that the plans for the presentation of the Governor's 7 October speech are on the right lines, although:
-
the Secretary of State doubts that the Governor would want to telephone Lady Thatcher, Mr Heath, Lord Maclehose and Lord Wilson;
Mr Goodlad could telephone Mr Howell, Sir Charles Powell, Sir David Steel and Mr Allan Rogers (but no need for Lord Howe and Mr Francis Maude as well);
he would limit live statements at the Party Conference on 7 October to himself. There is no need to ask the Prime Minister to make one too;
he would prefer to write to Dr Cunningham and Mr Ashdown rather than telephone them from the Party Conference.
The Secretary of State agrees the idea of including the passage in his Conference speech, which would fore- shadow the Governor's speech.
I should be grateful for a revised draft PS letter, which Mr Prentice can sign in my absence.
