1995 Election Committee

The British Government and the Governor will be seeking to secure the agreement of the Chinese authorities to arrange for a change in the Basic Law to allow an extension of the number of directly elected seats. The size and need for an Election Committee will hinge on the outcome of these discussions. The following proposals are, therefore, made on a contingency basis.
