HONG KONG: MEASURING PUBLIC OPINION

1.

When Emily Lau called on Mr Goodlad last week, there was some discussion of the difficulty of assessing grass roots opinion in Hong Kong on the key constitutional issues. Mr Tibber's minute of 14 May said that the Minister would like to use opportunities during his visit to ask local people what they thought.

2.

In preparation for that, the Minister might be interested to see examples of two means by which HKG keep track of public opinion:

a sheet entitled "Talking Points". This is a weekly compilation of topical issues raised by respondents across Hong Kong, collected by staff at the City and New Territories Administration (CNTA);

summary of a telephone survey, conducted again by CNTA staff every two months.
