8. One final thought: the episode is a reminder of the
need to think through as soon as possible our own approach to the questions of choice of the first Chief Executive and
his Principal Officials and of whether the 1995 LegCo can
ride a through-train to 1997. Chinese thinking on all this
seems to be firming up (c.f. Lu Ping to the Governor on
Principal Officials). It may be part of the Chinese "struggle" for control to persuade us (and people in Hong Kong) that we have a choice between cooperating with them now on their terms or watching them create irreversible faits accomplis. I have suggested Principal Officials and the 1995 LegCo as issues for discussion at the Secretary of
State's seminar next week.
