The Secretary of State asked the Governor whether he wanted HMG to internationalise the Hong Kong issue. The Governor said this would be useful if any international interest and involvement was not seen to be inspired by the British Government. On MFN the Governor saw his role as strong support for MFN for China and no quarter for those Americans who opposed MFN status for China. The Secretary of State said that this needed thought in London. Comment : the Secretary of State has made this point before and hopes that work is in hand. grateful for early advice.
