Hong Kong : Secretary of State's talk to the Governor on 5/6 December

The Secretary of State spoke to Mr Patten over the weekend of 5/6 December. The Governor made the following points:

ExCo was twitching, not least because the Governor had made Exco more representative with people like William Purves and C H Tung. A majority in LegCo was still in favour of the proposals.

the business community on the whole was in retreat, with exceptions such as Mr Simon Murray.

he would put his proposals to LegCo around the end of January and see what sort of amendments were offer and whether they were sensible.

The Secretary of State said there was no twitching in London. The Governor said that Sir Percy Cradock's intervention had done a good deal of harm. Mr Patten was concerned at the effect of the Debate in the House of Lords this week.

The Secretary of State also talked over the weekend to Lady Chalker and they agreed that there was no point in an attempt to try to head Lord Maclehose off what he might be planning to say. There would instead be an effort to get the maximum number of people to speak up in favour of the Governor's proposals.
