GATT. EC/US agreement on agriculture was the big breakthrough. President Bush, Delors and I are now committed to final, full agreement by mid-January.

Single Market. completed on time. 500 measures altogether. 85 in UK Presidency an all-time record. An incredible opportunity now for British business.
External challenges: enlargement: Full steam ahead for first group of applicants: Austria, Sweden, Finland, and Norway. Moving ahead in relations with Central and Eastern Europe: first EC/V3 Summit in London in October; EC/Romania and EC/Bulgaria Association Agreements initialled.
Future financing: have willed the means for the EC to get on with its full agenda. No scope for extravagance in Brussels. 7 year stable framework.
Community now ready for the next stage in its
development.
