The Governor will be a more credible proponent for the retention of MFN status for China if he is seen to stand up for Hong Kong on democracy.
He should visit the US before the new President's inauguration in order to influence key members of the incoming team, although it might be hard to meet the President-elect himself.
The Governor should again visit the US after the new President's inauguration, probably in March, and aim
to meet him then.
