HONG KONG: CONSTITUTIONAL DEVELOPMENT

1. Since Mr Cox put up his submission I have learnt from Mr Gozney that there will be a meeting of OPD (K) next week, and that the Governor plans to attend. I think we should reflect this in the Secretary of State's minute to the Prime Minister. I suggest that an additional short paragraph should be added at the end of the text, on the following lines:

"I look forward to discussing these proposals with colleagues when we meet on 15 September. I understand that Chris Patten plans to return briefly to London to take part in our discussion."

We have added that paragraph to the attached clean draft.

2. The draft minute to the Prime Minister is now ready to go. I have attached to it the latest draft of the relevant passage from the Governor's LegCo address, which we received from Hong Kong this morning. The Governor's revised draft (which he emphasises is subject to further revision) has been improved in a number of ways and does not present any problems which need to be flagged up. The Department will submit briefing for OPD (K) in the course of 11 September.
