1. Mr Hum consulted the Governor over-night about the scope for modifying his proposals after consultation with the Chinese (the Private Secretary's minute of 9 September). The Governor has replied that he is content with the formulation:

"..in practice we shall not be able to change the proposals substantially once the Governor has announced them".

2.

I submit a clean version of the amended draft minute from

the Secretary of State to the Prime Minister.
