Notes of Discussion at GH on 26 July 1992

The

discussion

summarises following

at a

GH

working dinner with the Secretary of State on 26 July :

(a)

there was general agreement

on the

constitutional

issues set

was agreed that a

package needed to be unveiled.

This means that we

should include

a

fair

of

detail on our

approach to areas not spelt out in the Basic Law, but be careful not to announce any decisions from

which we might have to retreat later;
