Notes of Discussion at GH on 26 July 1992
The
discussion
summarises following
at a
GH
working dinner with the Secretary of State on 26 July :
(a)
there was general agreement
on the
constitutional
issues set
package of
out in Hong Kong Telno
1912;
(b) there was considerable discussion on how specific
the Governor should, especially on issues relating elections, be in his speech to LegCo
to the 1995
on
7
October.
It
was agreed that a
credible
package needed to be unveiled.
This means that we
should include
a
fair
degree
of
detail on our
approach to areas not spelt out in the Basic Law, but be careful not to announce any decisions from
which we might have to retreat later;
Governor would make clear in his speech that

the

intends
to
discuss
