remember that the attention of the international

community would concentrate on the fact that

Martin Lee would not be appointed to ExCo. We would

however need to consider whether MC members should be

included in the EC. CS pointed out that abolition of

the two functional constituency (FC) seats for the MCs would cause a major row with those two councils. The

Governor agreed that as the MCs would retain their

seats in LegCo, they should be excluded from the EC.
