NCNA HK Director Zhou Nan, now attending the NPC session in Peking, expressed the hope that the British and Chinese sides would work on the basis of mutual understanding and mutual accommodation to quicken progress in the JLG, the media reported in good play. Asked whether the RTHK plan would be raised to higher-level discussions, Mr Zhou said that in accordance with the Joint Declaration, matters that could not be resolved by the JLG had to u referred to the two Governments. lie quoted FCO Minister Lord Caithness as saying that the matter should be discussed by the JLG. On HK Bank's recent move, he said that consortia in HK should not do anything to erode the stability, prosperity and interests of the territory. He welcomed an opportunity for the two sides to examine the question of the Bank of China taking over K Bank's position as HK's central bank. lle did not understand whether British consortia had been favoured in granting airport tenders. On smuggling activities and crime between the two sides, Mr Zhou said that HK problems had to be solved by itself while matters involving the two sides had to be jointly resolved.
