Mr. Tam Yiu-chung called to see me to seek our assistance in facilitating the registration of a new political party that he was forming. Tam Yiu-chung said that he and a group of supporters were putting

together a proposal to register a political party under the Company 3/4

Ordinance with a view to fielding candidates for the 1995 elections. The Memorandum and Articles of Association of the company are being drawn up and should be ready in a week or so. He would like to seek our assistance in:

(a) expediting the incorporation process;

facilitating the application for exemption from tax;

with

dispensing the use of the word 'Limited' in their name.

Mr. Tam said that the main target constituency of his party would be the middle and professional class and the working class would only constitute about 1/4 to 1/3 of his target membership. They would generally be pro-China but their main objective is to maintain a stable and cohesive Hong Kong society. He hoped that his party would act as a counter-balance to the pro-business groups (such as CRC) and the liberals (such as UDHK). He said that he would not have difficulties with the Chinese over the

formation of his party. He also added that his party was not connected

with T. S. Lo's endeavours.

I said that his lawyers would be in the best position to advise him on the necessary procedures for the registration of the party but I would enquire about the procedural aspects to see what advice can be given to him.

Mr. Tam will be in London between 2 April and 7 April to attend the "Hong Kong in Transition" Conference organised by the HK Professional and Gradutate Society at the Imperial College, London and he will contact me again on his return.
