Thank you for your letter of 8 April, Ref L/M to BRO/0/1 II.

I am sorry that it has taken me some time to get back to you.

I have waded through our files on the Limited Compensation Scheme which as you know contain a large number of letters and telegrams on the nuts and bolts. But in my researches I have not come accross a letter or telegram from us which which specifically "approves" the scheme.

You say in your letter that the Scheme was "cleared" with the FCO in a series of correspondence in 1986. Do you have any telegrams/letters which actually approve the Scheme? It would help me immensely if you do, because I shall otherwise have to make an exhaustive check to get to the bottom of things. I wonder whether we infact approved it earlier -in principle- in 1985, perhaps in a wider context?
