Dear Michael,

Retirement : Authority Limited Compensation Scheme

Thank you for your letter of 10 June.

We have a large number of letters and telegrams relating to the nuts and bolts of the LCS, but I have been unable to find anything specifically approving the Scheme. had always taken it that once all the questions had been answered and the telegraphic correspondence had ended, the Scheme had been approved by the Secretary of State.

I wonder whether the 1991 delegation of authority from the Secretary of State to the Governor to make appointments to all but the few most senior ranks is relevant. Clearly the Governor can now appoint an AOSGC. ¦ Can he similarly retire him?

I am sorry that I am unable to be more helpful. Keith Shipley thinks that it is possible that the LCS was approved in principle in 1985 in a wider context, but I have been unable to locate anything to date.
