1. I have just seen Mr Ricketts's minute of 31 July to which he attached a draft reply from the PUS to the Governor of Hong Kong which assures the latter that the FCO will treat applications for jobs in the Dependent Territories from members of HMOCS and the DS on their merits and on an equal basis.

2. My immediate concern is to ensure that posts in the Dependent Terittories that I supervise are adequately complemented but, as a member of the DS, I wonder whether treating HMOCS and DS candidates on an "equal basis" does not actually conceal an inequality. I am not familiar with the terms and conditions of service of HMOCS but assume that the emoluments in Hong Kong are higher than those in the DS and that pay and pensions and other benefits take account of the short service inescapable from working in Hong Kong. If that assumption is correct, then in terms of need, I should have thought that the entitlement of DS officers to jobs on the DS complement was actually greater than that of ex-HMOCS.
