b) With regard to the armed services and Home Civil Service, some jobs require security vetting, but most do not.

c) With regard to the Diplomatic Service, security vetting is required for all posts.

In a limited range of posts, the security vetting required is at the level of "positive vetting". For this it is necessary to obtain reliable information on a wide range of contacts and activities by the individual concerned and his family members. This is currently done in Hong Kong through the Special Branch of the RHKPF. Until 1997 this avenue will remain open. But post-1997, HMG will be in a position to obtain reliable information of that kind. Hong Kong will thus become like any country where HMG does not have a close security liaison.
