Transfer to the Fermanent Establishment

The Secretary for the Civil Service informed you on 29 June 1990 that we have taken over from him all appointment matters concerning judicial officers. This move is part of an exercise to enhance the in- dependence of the Judiciary.

In this first correspondence to you, we recommend, on the advice of the Judicial Service Commission, for the approval of the Secretary of State for Foreign and Commonwealth Affairs the transfer of the following judicial officers to the permanent establishment:-

H.H. Judge SURMAN was born in England on 9 November 1935. was recruited as a Magistrate on 23 October 1982 through the then Hong Kong Government Recruitment Office (Australia). A copy of the letter of appointment dated 6 November 1981 is attached. After five years, sitting as a Magistrate, he was appointed as a Coroner on 11 November 1987.
