there are persistent difficulties in recruiting sufficient suitable local Magistrates as a result of which the recruitment of overseas candidates is still warranted; as such, Mr Britton's service will likely be required in the next five years;

(d) Magistrate is a Dasic recruitment rank and Mr Britton's transfer to tne permanent

establishment will not block the advancement of local officers; and

Mr Britton's performance is satisfactory.

We would be grateful if approval could be sought from the Secretary of State for Foreign and Commonwealth Affairs for the transfer of Mr Britton to the permanent establishment with effect from 10 November 1988, and for his enrolment as a Member of der Majesty's Overseas Civil Service.
