Dear Mr Footman,

Mr I R Britton, Magistrate

On the advice of the Judicial Service Commission, we recommend.for the approval of the Secretary of State for Foreign and Commonwealth Affairs the transfer of Mr I R Britton, Magistrate in the Judiciary, to the

permanent establishment with effect

from 10 November 1988. We also recommend his enrolment as a member of der Majesty's Overseas Civil Service. An application from Mr Britton is

attached.

Mr Britton, aged 45, was born in Wakefield on 19 August 1943. de was admitted as Solicitor in January 1965 and called to the Bar in May 1970. Before he came to Hong Kong as Magistrate in 1980, be joined the Leeds City Council as Assistant Prosecuting Solicitor from end of 1964 to earlier 1968. Since then, he was in private practice. He was recruited to the Judiciary of Hong Kong through the Commissioner, London and was appointed on 17 May 1986 as Magistrate. In this connection, a copy of the letter of appointment dated 18 February 1986 is attached for your reference. His current 3-year agreement is due to expire on 17 May 1989. He was found medically fit for transfer to the permanent establishment on 10 November 1988

Mr Britton had received consistently 'very good' reports for the past two years. de is considered to be a pleasant, sensible and hardworking Magistrate with a sound knowledge of the law and a The former Chief Justice particular interest in juvenile work. commented that Mr Britton would become one of the best Magistrates before long and that his appointment which was very successful would bring strength to the Magistracy.

There are at present 55 officers in the Magistrate grade. Of these 55 officers, only 13 (representing approximately 23.6% of the total) are local officers. Most of the local Magistrates nave less than 2 years' experience in the raak.
