I do not think the date of 31 March 1993 unreasonable, but in view of your point about some of the medical examinations not being completed by then, I propose a deadline of 30 April 1993. This should give the officers concerned almost 6 months from the date of HMG's announcement in which to make a decision.
We hope to let you have sight of a draft statement soon, and thereafter to submit to Ministers. In the meantime, you may wish to give some thought to the appropriate distribution of the statement once it is finalised.
