Dear Christina,

TRANSFER TO PERMANENT ESTABLISHMENT AND APPLICATION FOR HMOCS

MEMBERSHIP

1.

574;

Thank you for your letter of 23 October addressed to Mike Stone.

2.

I would like to let you know our current thinking on deadlines to apply for HMOCS membership, time granted to buy back service, and transfer to the pensionable establishment.

Deadline to apply for HMOCS membership

3. If you are able to complete processing of the final batch of applications to transfer to the pensionable establishment by the end of this year, we would prefer to set the closing date for submission of applications for HMOCS membership at 31 January 1993. This will give those officers who have not already submitted their applications for HMOCS membership sufficient time in which to do so. It will also enable us to know by early next year the total number of members of HMOCS.

Time granted to buy back service

4. In Mike Stone's letter to you of 1 October, he proposed that officers should be allowed 12 months from the date they join the pensionable establishment, or 12 months from 31 March 1993 for officers who transferred before

26 July 1991, to buy back service for the purpose of any compensation and incentive scheme that may be put in place (subject to bought back service counting for this

purpose). We have thought further about the time that should be allowed and have concluded that officers should be given 6 months from the date they become pensionable, or 6 months from 31 January 1993 for officers who transferred before 26 July 1991, to buy back service.

Deadline to transfer to the pensionable establishment

5. In your letter of 13 October, you suggested that it would be too harsh to set a deadline of 31 March 1993 for officers
