This leaves *LOCS members' pensions exposed the vagaries of political Recision making as has happened elsewhere in the past. The term due to them on terms no less favourable than before' in the first paragraph of Part of Annex 1 of the Joint Declaration on the Future of Hong Kong must be given body and substance that will win confidence and dispel continuing neasiness. Only direct national commitment is likely to be seen as rock solid enough to achieve this before Hong Kong becomes a Special Administrative Region of China.

Also whether or not such an officer's former membership of DCS would count for any purposes, particularly as regards Supplementary Pensions for verseas Service (SPOS), in respect of pensions earned up to and after 30th June 1097.

Finally, what would be the British Government's relationship with a former DCS member who elected to serve in what will be a regional Government of a Communist State.
