You will recall that when we met with the Treasury and GAD in July, Grant Ballantine made reference to some work that GAD had undertaken on comparisons between Hong Kong HMOCS officers and equivalent UK civil service grades. I have at last managed to get hold of
of the calculations and it arrived under cover of an interesting letter from Grant - copy attached.
2. On the administrative side it seems to me that GAD have been quite charitable to HMOCS by using SAO/CEO as the comparison with UK Grade 7 (or DS Grade 5). Even so the calculations demonstrate that the Hong Kong officer is massively better off than his UK counterpart. The police differentials are larger than I expected; if the basic salary comparisons are correct it does suggest that a single safeguard figure is a realistic proposition. You will recall our previous view
view that a safeguard based on a close assessment of relative salaries and pensions would probably result in separate safeguards for the police and others.
3.
You of course are much closer to the substance of all this and it would be interesting to know your reaction to the GAD assessment. In due course we shall have to consult Hong Kong but not yet!
