Staff will be disappointed when they know that the

options for the civil service. It is likely that the central

staff councils would join forces in making strong protest.

Staff may feel that their patience in the past years waiting

for the outcome of the Administration's pension safeguard

study has not worked in their favour. They might adopt more

radical tactics in pressing for their demands in future. The

morale of the civil service may be affected to some extent.
