the last with more than a very small handful of them). The arrangements presently proposed bear little relation to the conditions and principles enunciated earlier or to the practice in other dependent territories.
In particular (but not exclusively) they fail to provide for retirement with immediate payment
of earned pension, for payment of more than one fifth of calculated compensation unless the officer concerned takes up service with the SAR, or for any sterling guarantee for pension payments.
(e) The reasons so far advanced for distinguishing HMOCS in Hong Kong from HMOCS elsewhere (and they as yet touched on the question of sterling guarantees) are in no way convincing.
