MR GOODLAD'S MEETING AT 11.30am ON 3 JUNE: HONG KONG HMOCS

1. Mr Kerby and Mr Fish from the ODA as well as Mr Hum, Mr Cox and I will attend this meeting. I suggest that the meeting might review the way forward on all 3 of the HMOCS officers main aspirations:

- sterling safeguards for pensions

compensation at change of sovereignty

right of early retirement with immediate pension.

PROCEDURE

The meeting might begin by looking at immediate operational points:

(a) whether Mr Goodlad might telephone Mr Portillo to seek an early reply to the Secretary of State's minute of .. May on sterling safeguards;

(b) the timing of the proposed meeting with Lady Chalker and

Mr Patten;
