1. THE LOCALISATION POLICY APPLIES TO FIRST APPOINTMENT AND (WITH THE EXCEPTION OF ADMINISTRATIVE OFFICERS AND POLICE OFFICERS FIRST APPOINTED BEFORE 28 MARCH 1985) TO RENEWAL OF CONTRACT. PREFERENCE IS GIVEN TO SUITABLY QUALIFIED LOCAL CANDIDATES ON FIRST APPOINTMENT. FOR RENEWAL OF CONTRACT OF OVERSEAS AGREEMENT OFFICERS IT IS NECESSARY TO DEMONSTRATE THAT A SUITABLY QUALIFIED OR EXPERIENCED LOCAL OFFICER IS UNLIKELY TO BE AVAILABLE WITHIN FIVE YEARS. PROMOTION IS STRICTLY ON MERIT. THE LIMITED COMPENSATION SCHEME WOULD APPLY TO ANY PENSIONABLE OVERSEAS OFFICER SUPERSEDED FOR PROMOTION OR DIRECTED TO RETIRE FOR LOCALISATION REASONS. WE ARE FAXING TO STONE (HKD) A COPY OF OUR LATEST LOCALISATION POLICY NOTE.

2. WE ARE AWARE OF GRUMBLES ABOUT LOCALISATION AND POLICE PROMOTIONS. THESE ARE BOTH FROM OVERSEAS OFFICERS TO THE EFFECT THAT THERE IS TOO MUCH LOCALISATION AND FROM LOCAL OFFICERS THAT THERE IS NOT ENOUGH. THE TRUTH IS THAT PROMOTIONS ARE STRICTLY ON MERIT. IT IS CORRECT THAT AS A MATTER OF POLICY SUITABLE LOCAL OFFICERS ARE NOW GIVEN PRIORITY FOR OVERSEAS CAREER DEVELOPMENT TRAINING. IN THE LONGER TERM THIS COULD BE EXPECTED TO ENHANCE LOCAL CHANCES IN THE PROMOTION STAKES. HOWEVER WE SHOULD STRESS THAT THERE IS NO BIAS AGAINST OVERSEAS OFFICERS AT THE PROMOTION

BOARDS.

3. THIS ISSUE ALSO HAS TO BE SEEN IN THE HISTORICAL CONTEXT. TEN OF FIFTEEN YEARS AGO THERE WAS A WIDESPREAD BELIEF WITHIN THE POLICE FORCE THAT MOST OVERSEAS OFFICERS WOULD REACH AT LEAST SUPERINTENDENT LEVEL. THE (THEN) GENERALLY LESS WELL EDUCATED LOCAL OFFICERS MIGHT EXPECT TO END UP AT CHIEF INSPECTOR. SOME OF THE LESS EFFECTIVE AND LESS WELL EDUCATED OVERSEAS OFFICERS NOW FEEL THAT THEY WOULD HAVE GO HIGHER IN DAYS GONE BY. MANY LOCAL OFFICERS ARE EQUALLY WELL OR BETTER EDUCATED NOWADAYS. THE GRUMBLES ARE ABOUT RELATIVELY LOW LEVEL PROMOTIONS: CHIEF
