4. The HMOCS Committee's position is clearly incompatible with the policy objectives of both HMG and the Hong Kong Government. It ignores the security of their future employment position; and makes great play of what they see as the iniquitous nature of the post-1997 Government, whilst ignoring the guarantee of an unchanged way of life for 50 years an unprecedented proposition as far as our decolonisation history is concerned. HMOCS staff will need to recognise that sanctity of employment arrangements is no longer a fact of life. In the UK, many public servants have seen their circumstances change significantly as a result of the privatisation/contracting out programmes and they have had to make difficult choices about the future without the sort of safeguards contained in the Joint Declaration, and without the financial inducements provided for in our compensation scheme. Overall, there are sound arguments to counter the various assertions made in the HMOCS statement but it would be helpful to have Ministerial endorsement of them in advance of a visit to Hong Kong.

Personally I shd life to see HMG offering to pay UK equivalent pensions of equivalent grades until defered Hi pension became payable. But we cannot pursue this now.
