The New Pension Scheme is promulgated in Cap 99

and not Cap 89, which only covers the old Pension Scheme. Copies of Caps 89 and 99 have been given to Mr. Nigel Cox today. The answers to your specific points are :

Such officers because they serve appointment providing for the payment of a gratuity dependent upon

length of their service. Regulations 21(b) of Cap 89 and Cap 99 (extracts of which are at Annexes A & B) make this clear and provide for the buying back of their previous agreement service as pensionable

service.
