(a)

the design and planning of a feasibility study on a loan against pensions scheme for the civil service. The study should specifically cover the following matters -

-

(i). an assessment of the impact of the loan scheme on the money market and possible ways to stagger the injection of money/conversion of the fund into foreign currencies;

(ii)

recommendations on suitable means organising a workable scheme; and

to

(iii) an assessment of the rate of interest and

management fees likely to be charged by financial institutions if they were to operate such a scheme, the rate of return on investments funded by such schemes, and the types of investment instrument available;

(b)

the execution of the feasibility study;

(c)

the production of a report on the findings of the study with appropriate recommendations, A preliminary report is required to be submitted to the Civil Service Branch, Government Secretariat by 20 November 1991 followed by a final report which is to be submitted formally by 30 November 1991; and

(a)

assistance in presentation to and discussion with the main staff consultative councils on the findings and recommendations of the study.
