more co-ordinated control of project contingency sums of projects already in Category A, D, NAPCO is appointed Controlling Officer for these contingency sums for all ACP projects. D, NAPCO will issue a circular setting out details of the subheads and the amounts involved. He will also issue a Project Control Manual which will set out details of the mechanism under which Heads of Works Departments may apply for use of the project contingency sums.

SUBMISSION OF PAPERS TO PWSC

16.

PWSC papers seeking upgrading of projects to Category A or for changes to APE should be based on the latest scope and project cost agreed by ADSCOM or D, NAPCO. Papers should be drafted in the standard format and forwarded to the Secretary, PWSC, through D, NAPCO. In addition, each submission should be accompanied by an annex showing the funds being sought in the context of the project cost for the whole project. (A proforma is at Appendix B.) D, NAPCO should receive draft papers not less than 10 days prior to the PWSC Submission Schedule, in order to allow him sufficient time to examine and comment upon them.

Proposals relating to the ACP are subjected to close scrutiny by the LegCo Ad Hoc Group (Note 2) before they reach PWSC, and possibly also in PWSC and FC. Some may require to be submitted to the Airport Committee under the terms of the MOU. Controlling Officers' attention is particularly drawn to the need
