Minor Design Developments

For ACP projects in Category B of the PWP, Controlling Officers
may,
without reference to the Project Review Meetings, approve minor design developments provided that the cumulative amount (i.e. offset by other design developments which may reduce the project cost) does not exceed 2% of the project cost and can be met by the contract contingency sum. Such changes should be reported to D, NAPCO.
CONTROL OVER SCOPE AND APPROVED PROJECT ESTIMATES OF PROJECTS IN CATEGORY A

For projects which have been upgraded to Category A, the general principles set out in the previous paragraphs will apply. Before a proposal is made to FB/PWSC/FC for any increase in scope and Approved Project Estimate (APE), ADSCOM's prior endorsement must be obtained. If any of the changes agreed by ADSCOM cannot be met within the APE, a submission will have to be made to PWSC/FC before any commitment is entered into.

The cost and cash flow reporting procedures described in paragraph 6 will also apply to Category A projects.
CONTINGENCIES

The normal PWP practice is for works departments to include an allowance for contingencies in their project estimates.
For the purpose of the ACP, contingencies will be divided into two categories
GALL
(a) Contract contingencies
(b)
These are to
meet minor design developments, variation orders, claims and variations in final remeasured quantities to complete the works within the terms of the
contract.
Project contingencies
construction
They are to provide for variations due to design developments,
technique development, previous underestimation due to inadequate scope definition or insufficient information available at the time the project estimate as agreed by ADSCOM was prepared,
accelerations and/or delays resulting from interface with other projects, availability and origin of materials and labour, and claims in excess of the contract contingency.
