Rail access should be given high priority. The airpo railway station will be an integral part of the passenger terminal. Separate rail platforms for both Arrivals and Departures will be provided, offer- ing casy access to and from processing

areas.

The provision of processing facilities and the size of processing zones should be optimized for processing efficiency and

economy.

Provision for the disabled should be made throughout the terminal complex. Opportunities for concessionaires in the passenger terminal should be maxi- mized without restricting the efficient processing of passengers.

The terminal facility should optimize energy conservation.

The passenger terminal building should be planned to accommodate the next generation of large, high-capacity aircraft.

Performance Criteria

The target close-out time (passenger and baggage processing time from ticket counter to aircraft) for departing pas- sengers will be 30 minutes.

The target processing time for the first arriving passenger and first baggage from aircraft to baggage carousels will

be 20 minutes.

Space allocated for each processing func tion will be sufficient to ensure efficiency. economy and flexibility to accommodate new processing procedures.

Passenger flow routes will be as simple and direct as possible with minimum kvel changes. Unavoidable level changes will be aided with provision of adequate ramps. inclined moving walkways, €5-

calators and lifts,

Walking distances will be minimized as far as practicable, the desirable maxi- mum walking distance being 300m. A people mover system or moving walk-

ways will be provided where the maxi- mum walking distance is exceeded be- tween major functions.

Terminal Concept Evaluation

Detailed studies were carried out to deter- mine the optimal location for the passenger terminal complex. The analyses concluded that the facilities should be placed between the runways. This was based predominant- ly on enhanced ground movement efficien- cy and the optimization of overall land use at the airport.

A comprehensive analysis of a wide range of passenger terminal concepts was con- ducted. The final two options considered the advantages and disadvantages of a pas- senger terminal building where the process- ing of passengers was centralized versus one where it was decentralized. Conse- quences of the two options on landside transportation, aircraft ground movements and airport management practices were
