THE AIRPORT PLAN
Development of the airport plan began with forecasts of passenger, cargo. aircraft and related activity levels. The runways. taxiways, buildings and other airport facilities required to accommodate this an- ticipated demand were then identified. together with optimum locations for cach.
Issues of particular importance considered during the study were the separation of the runways, the terminal concept and the loca- tion of air carlo, aircraft maintenance and other support facilities. The runway separa- tion was a critical step in the evaluation of the Master Plan. The major considerations involved in addressing this issue were run- way capacity, cost, site formation implica- tions and the affailability of space midfield to allow major facility development.
The Airport Layout Plan, illustrated in the centre pages of this document, shows the facilities required to meet forecast demand
for the year 2040. The Master Plan
provides for the phased implementation of this ultimate development, according to demand forecasts for intermediate stages in the planning period.
Demand Forecasts
Hong Kong has recorded impressive growth in air traffic and has demonstrated a resilience against the worst effects of peri-
odic world recessions. The forecasts
developed for the Master Plan anticipate continued strong growth as the territory consolidates its financial, industrial and
commercial position in the region. The tourist sector is also expected to remain buoyant into the foreseeable future.
The impressive non-stop commercial air service options currently available from Hong Kong demonstrate the city's excellent worldwide accessibility. This is expected to continue to improve with the addition of new destinations, particularly given the in- creased capacity available when the new airport opens.
The operations of other airports in the region were considered in the develop- ment of the forecasts for the new airport. Shenzhen Airport, located approximately 40km to the north of Chek Lap Kok, serves the needs of the Special Economic Zone, and alleviates Guangzhou Airport during periods. of congestion. Macau Airport, located ap- proximately 40km to the southwest, is scheduled to open in 1995.
The extent to which these airports could affect demand at the New Hong Kong Air- port depends on a number of variables in- cluding airline routing, fares and scheduling policies; the range of services provided; the efficiency and cost of surface access to the airports, and the scale of the facilities proposed.
While the propensity for air travel is argua- bly related to a wide range of socio- economic variables, the analysis of air travel to and from Hong Kong concentrated on projections of per capita gross domestic product as the primary forecasting variable.
