Study Assumptions
During the course of the study the Consult- ant and the PAA jointly developed a num- ber of working assumptions. These assumptions Influenced the planning of air- port facilities in terms of space allocated and development phasing, and can be sum- marized as follows:

The existing airport at Kai Tak will close when the new airport opens.
All passengers will be considered inter- national.
The plan will include a multi-modal sur- face transport system with a high priority given to the rail.
Road. rafl and ferry access will be provided on opening day.
The plan will maximize opportunities for privatization.
Study Approach
The New Airport Master Plan Study was completed in 17 months and followed a "fast track" schedule. The three major workstreams were planning, civil engineer- ing and environmental impact assessment.
Planning
The planning discipline established the work programme for the project and the planning parameters. Once the forecasts of passenger and aircraft movements had been prepared, the scale of the various airport facilities required to accommodate the different demand levels was identified.

This provided the essential focus for the engineering and environmental studies, and all three workstreams were then progressed in close coordination. as the planning of the airport layout, terminal complex and iccess arrangements was developed and refined.
Civil Engineering
The engineering workstream developed the detailed design and tender documents for the airport ste formation.. It also iden-
tified preliminary design guidelines for the airport facilities. This included preliminary specifications for the runways and taxiways, aircraft aprons, airfield lighting and naviga- tional aids. Additional engineering elc- ments included access to the site for a
multi-modal transport system encompass- ing road, rail and ferry modes. Other in- frastructure requirements defined included the supply of water, gas, electricity and com- munications to the site. Facilities required for the treatment of stormwater, sewage. and solid and chemical waste generated on site were also identified.
Environmental Impact Assessment
The environmental workstream inves-
tigated the impacts that could be expected during the construction and operation of the airport. The work initially established baseline conditions, before proceeding to assess potential impacts and proposing mitigation measures if deemed necessary. The key environmental considerations were noise, air and water quality, hydrodynamics

and marine and terrestrial ecology. Other studies were undertaken to examine ar- chaeological and historical sites located on Chek Lap Kok.
