Obviously we in Hong Kong need the additional information such as the proposed list of sensitive countries and the special circumstances under which such clearance will not be allowed before we can come to a decision on whether The revised procedure can be accepted. However we can s00 the advantage of such a move in avoiding urgent exchanges al very short notice, which are not always necessary. We therefore do not have any objection in principle to the proposed new procedure, as long as the normal ATC procedures are followed.
