1. Hong Kong Government does not have any objection in principle to the proposed new procedure on emergency diplomatic clearance. However, they would like to emphasise that normal ATC procedures have to be followed, and that the volume of air traffic in Hong Kong means that flights can be refused landing or be rescheduled even if there are no diplomatic problems.

2.

Hong Kong Government will need to see the proposed list of sensitive countries and the list of special circumstances under which emergency clearance will not be allowed before being able to agree to the new procedure being put into practice.
