PROPOSALS FOR THE 1994 COURSE: INITIAL INVITATIONS
3. The proposed allocations of places to each region and the
rationale behind them is set out in the following paragraphs and
summarised in tabular form in Part 1 of Annex A. Supporting
details of actual attendance and invitations refused over the
last three years are at Annexes B and C respectively.
NATO EUROPE
4.
The allocation for this year conforms to the principle
established last year that Norway, Belgium and Spain should be
paired with Denmark, Netherlands and Portugal, it being the turn
of the former group of countries this time. I therefore propose
three places for Germany, with one each to Belgium, France,
Greece, Italy, Norway, Spain and Turkey.
NON-NATO EUROPE
5.
The distinction between NATO and non-NATO Europe survives,
at least for another year, although for how much longer this will
be appropriate remains to be seen. Having been offered a place
the 1993 course, Russia should now miss a year, but
consideration will need to be given to offering them a regular
place from 1995 onwards. The three places are recommended for
Finland, Ukraine and Poland, with Malta as reserve. Rumania is
identified as a strong contender for 1995.
