In 1990, Mr Hoare was re-appointed as Private Secretary, Government House when the post was upgraded. With the benefit of his
his earlier experience in the same office, Mr Hoare
Hoare continues to perform outstandingly. He supported the ex-Governor Lord David Wilson in monitoring the latest developments on all issues, both
both within the Government and outside, while keeping up with a busy schedule
overseas engagements connected with Sino-British consultations on future-related issues and the
promotion of Hong Kong's economic and trade interests abroad. He also provided valuable assistance to the new Governor, MI Chris Patten, during the latter's initial months of governorship.
