In 1986, Mr Hoare was
appointed Private
Secretary, Government House, at a time when the work of the Governor's Private Office increased in both volume and level of responsibility. After the signing of the Joint Declaration in 1984, work relating to
relating to its implementation has become a subject of regular consultation between the British and the Chinese Governments. Mr Hoare provided excellent support to the Governor in this respect.
Internally, Mr Hoare also maintained very close liaison with policy branches and departments, thus ensuring a smooth flow of information in both directions. This was by no means an easy task as government activities became more complex. Special mention should also be made of Mr Hoare's commendable efforts in ensuring the smooth functioning of the Governor's Private Office following Sir Edward Youde's sudden death in December 1986 and in providing unfailing support to the present Governor Lord Wilson after his arrival in April 1987.
In 1989, Mr Hoare was appointed Deputy Head of the Central Policy Unit. He was intensively involved in a number of detailed studies оп a wide range of complex policy issues and in making recommendations on how they
should
be tackled. In carrying out this task, Mr Hoare capitalised on his long experience in the Hong Kong Government, his deep knowledge of the local environment as well as
as his extensive network of contacts both within and outside the civil service. His sharp perception, strong analytical ability, innovative thinking and outstanding presentational skills made him a
Unit.
